  1. Assess what is already in place by using the Organizational Self- Assessment. You can do this individually or with a group. Analyze what is in place and what may need to be put into place.
     
  2. Plan and implement initial assessments of framework components. Smaller, more specific tools included for this purpose are:
  3. Use the assessment data to engage others in a discussion about the effectiveness of present efforts.
     
  4. Establish a planning agenda and planning process.
